        Modern methods of education such as distance education are considered nowadays due to numerous and varied educational needs of organizations on the one hand and the high costs and spending lots of time for education on the other hand . In the meantime it has been accelerated by rapid progresses in technology. This research attempts to study the implementation feasibility of education through mobile as one of subsets of distance education in Tehran municipality. Statistical population of the research was consisted of financial and administrative staff in Tehran municipality. 330 persons were selected among the statistical population as the sample size randomly. The tool for data collection was questionnaire which its validity and reliability has confirmed by standard methods. The single-sample T-test and Friedman test were used for analyzing the data. The results show that Tehran municipality has essential preparation for education implementation through mobile respectively from learner, social and instrumental aspects. Manuscript profile

        This study aims to provide a strategic Training and Improvement framework for human capital in the Ministry of Cooperatives, Labor and Social Welfare. The methodology used here is descriptive and hybrid, i.e. a combination of quantitative and qualitative methods. Research tool is a questionnaire so that it was first presented to experts and after applying their comments on the questionnaire, the ultimate version of the research’s model was designed and implemented in three stages. After finalizing the pattern as above, in order to implement the survey, another questionnaire consisting of 4 dimensions, 13 components and 60 indicators was designed, in which the status quo and desired state are graded based on a ten-point scale. Research findings showed that in proposed pattern, nine predictor variables including legal factors (0.222), economic factors (0.322), technological factors (0.212), social factors (0.350), learning strategies (0.265), strategic approach to Training (0.306), Training needs assessment (0.265), executive Training management (0.219) and culture of learning and growth (0.333) had significant correlations with the criterion variable Manuscript profile

        The purpose of this research was to present the Quality Improvement Model of virtual education for Human Resource Development at Farhangian University. This research has been carried out in the framework of a qualitative approach based on the Grounded theory method. In this regard, semi-structured interviews were conducted using purposeful approach and application of theoretical saturation criterion with 18 experts and professors and students of Farhangian University of North, South and Razavi Khorasan. To evaluate the validity and reliability of data, two methods are implemented; the members' matching methods as well as peer review. Open and axial coding method was used to analyze the data. Finally, the categories are categorized into 14 main categories in the six dimensions of the paradigm model as causal (teaching and learning activities, human actors, management), phenomenon: quality improvement in virtual education of Farhangian University, strategies (micro level, intermediate level, macro level), contextual conditions (nature of virtual education of Farhangian University), intervening conditions (1. internet, 2. hardware facilities, 3.web) and consequences (individual, organizational and transactional outcomes).         The purpose of this study was to identify the dimensions and components of the performance gap in the social security organization. The main method of this study was survey method. Data collection by questionnaire and the analysis is done with the help of PLS software. The statistical population of the study includes all employees of different levels of social security organization that 395 of them were selected randomly as the sample. Data collected through exploratory factor analysis were analyzed and then finalized the reliance on the confirmatory factor analysis; The research findings indicate that the "performance gap" can be explained in three dimensions: leadership style, work environment, and manpower management; Based on the findings in the first dimension, the components of the "strategic approach", "interactive and transparent work environment", " "style of authority" and "feedback from stakeholders", the components of second dimension are, "performance management", "recruitment and appointment system", "the effectiveness of job incentive tools", "effective training", "compensation system" and "specialized knowledge , and Finally, the components of the third dimension are, "moral and informational discipline", "participatory culture" and "knowledge-based" were confirmed. In this way, while developing the final model of the performance gap in the Social Security Organization, and the provided model had a good fit in terms of the experts' perspective with a strong 0.6 value.         The purpose of the present study was to measure the effectiveness and efficiency of three methods: training, electronic support system, the combination of training and electronic performance support system, for improving performance and increasing employee efficiency. The research method was semi-experimental, and the post-test with the control group was used to measure the performance and efficiency of the staff. The statistical population in this research was 570 insurance agents of the Day insurance company throughout the country. Among them, 60 insurance agents were selected by cluster sampling method and randomly divided into three groups: "Electronic training," "Electronic Performance Support System" And "Combination of electronic training and electronic performance support system.” A questionnaire was designed with the help of subject specialists to measure the actual performance of the participants. Content validity was used to determine the validity of the questionnaire, and the reliability of the sculptors (correlation coefficient was 0.79) was used to assess the reliability of the questionnaire. To measure the efficiency (amount of time spent completing the job task), the arrival time of the insurance agents to the Electronic Performance Support System and the moment of their departure from this environment is estimated. The collected data were analyzed using multivariate analysis of variance and post hoc tests. The results of the data analysis showed that the insurance agents who participated in the "Combination of Electronic training and the Electronic Performance Support System" group had better performance compared to the insurance agents in the other two groups, and they did their job activity in a shorter time.         performance analysis in organizations and identifying the gap of performance , its causes and roots is very important which can improve the quality of services of organizations , customer satisfaction and services . therefore , this study aims to identify the dimensions of employee performance gap in order to deploy human performance improvement in social security organization . this research has been done in terms of purpose among applied research and qualitative method . the statistical sample of this research includes 120 experts ( academic and organizational ) and data collection tool is taking notes from texts , theoretical studies and available models . the results indicate that performance gap can be divided into three aspects : leadership style , workplace and human resource management . based on the findings in the first dimension , components of strategic management , structure , processes , style of management and interests of stakeholders , in the second dimension , components of organizational culture , environmental conditions , data and information and finally in the third dimension , components of human resource management , individual competencies , service system and compensation were confirmed . furthermore , by confirming the final model of performance gap , the stages of human performance improvement were identified in five stages .         The purpose of this study was to measure the effectiveness of the three types of electronic performance support systems (Intrinsic, Extrinsic, and External) on employee performance improvement. The statistical population in this research was 750 insurance agents of the Day insurance. The cluster sampling method was used to select 90 participants. These participants were divided randomly into three groups: Intrinsic and Extrinsic, and External Performance Support Systems. To assess the performance of the participants, we used questionnaires, and for efficiency, insurance agent's arrival, and departure time to the electronic environment were estimated. The collected data was analyzed using MANOVA. The results of the data analysis showed that the insurance agents who participated in the Intrinsic and Extrinsic Performance Support Systems had better performance. In addition, Intrinsic Performance Support Systems participants have been able to perform their job responsibilities in a shorter time than insurance agents of the other two groups.         This article aims to provide a model for human resource development in Shiraz Municipality. In terms of purpose, it is an applied-developmental research and in terms of data collection method, a cross-sectional research. To achieve the research goal, a mixed exploratory design has been used. The statistical population in the qualitative section includes human resources professors and managers with a history of Shiraz Municipality. Purposeful sampling was performed and 15 subjects achieved theoretical saturation. The statistical population of the quantitative section also includes 3400 employees of Shiraz Municipality, which with the Cochran's formula, the sample size was estimated at 345 people. The required sample size was provided by stratified sampling method in four regions of Shiraz. Interviews and questionnaires were used to collect data. The basic categories of human resource development were identified by content analysis method and the final model was validated by partial least squares method. Qualitative data analysis was performed with Maxqda software and quantitative data with Smart PLS. The results show that inclusive categories are categorized in terms of strategic, educational, and growth factors. Strategic marketing factors are organizational factors that form the underlying elements of the model. Organizational categories of strategic factors include human resource management strategy and employee performance management. Organizing categories of educational factors also include organizational needs assessment, human resource needs assessment, and human resource training. Organizational categories related to growth and development also include the development of staff careers and the perceptual development of staff and the improvement of human resources.         Electronic education and learning is one of the subjects which has recently received great attention in the educational system. Hence it is important to investigate the factors that have a significant impact on the success of the electronic education process and lead to the improvement or reduction of the quality of this educational system. In this regard, the present study ought to provide a comprehensive classification of effective factors in the e-learning system by using the mixed method. First, this study by using the mixed method (theme analysis) method, tried to provide a comprehensive classification of effective factors in the e-learning system, and then by using TOPSIS method the factors were ranked. With regard to the goal, this was an applied research and in terms of time it is a cross-sectional. The participants in the research were employees, professors and students in different fields of Tehran University. 15 individuals were selected after theoretical saturation and the data was collected through semi-structured interviews. By analyzing the obtained data, 43 organizing themes were extracted from the codes, and with further consideration the researchers reached 6 main and comprehensive themes. As the result of ranking revealed, the factors including standardization of e-learning, content interaction, documentation and monitoring of education, and the factors of pedagogy and educational design have the greatest impact, and the factors including increase in perceived usefulness, personal and skill improvement, and network learning have the least impact.         Recently there have been a focus on the development of faculty members with the aim of meeting the challenging needs of society, university, faculty members and students. In this regard, technology includes the potential to create new opportunities in this field. The current research was conducted with the purpose of identifying the elements and designing a model for the development programs for faculty members based on FAVA. The research method was applied and with the approach of qualitative data collection and analysis, which was done with the comparative, inductive, and qualitative content analysis method. The method involved semi-structured interviews with 20 experts in the field of education and technology with a snowball method until theoretical saturation was reached. According to the findings 6 main concepts and 42 subcategories were extracted. The research results emphasize the design of the 6 elements of goal, content, time, space, interactions and evaluation, considering the capacities and challenges of adding FAVA to these elements. Finally, a pattern of programs was presented based on FAVA for developing the capacities of faculty members. In addition, some recommendations were offered based on the findings of the study such as designing an integrated system including various educational and research systems based on individual and organizational needs; active, experimental, personalization, informal and transferable approaches in a safe environment in accordance with the rules; considering simulation of face-to-face situations in a flexible and optimal time with active interaction of the audience, instructor and content with a clear and selective approach along with a growing and valid assessment.         In today's era, human resources are an integral part of various organizations, businesses and industries on their way toward their goals. With the advent of growing start-up and online businesses, competition in this field have increased and there is a need for such businesses to adapt, harmonize and synchronize employees with the latest level of skills, innovations and technologies available internationally. This seeks to fill in the employees’ skill gap. And reverse coaching is one of the potential tools provided to speed up and facilitate it. In the same line, this article aims to present a model of reverse coaching in start-up businesses with the approach of improving the skill gap of human resources. In terms of the research approach, the qualitative method, especially the foundational data theory method, was used. First, the researcher prepared an interview protocol based on the dimensions and components obtained from the theoretical foundations and background of the research, and then through the data theory method of the foundation, 15 managers, entrepreneurs and owners of start-up businesses were interviewed. These 15 individuals were selected purposefully until reaching theoretical saturation. The results of the research showed that the causal variables fall into two main categories, including managerial and organizational arrangements. Background variables include two categories of information and communication infrastructure development and strategic analysis of the business space. The key variables include the categories of coaching, improving the skill gap; intervening variables include the category of positive stimuli, controlling stimuli and negative stimuli; strategic variables include individual creativity, extending justice and negation of discrimination, participation-oriented in the organization and organizational knowledge management, and outcome variables include arming creative employees, being equipped with efficient and safe systems, and becoming a learning organization.         Investigating factors and solutions that affect development and improvement programs for faculty members could influence the effectiveness of these programs and improve the quality of higher education services. Therefore, the aim of this research is to identify the effective factors and solutions that play an important role in development and improvement programs of faculty members. The present research was conducted with the qualitative content analysis method. The research participants included faculty members of universities and higher education institutions in Tehran and 15 individuals were selected as the study sample and semi-structured interviews were conducted. The participants were selected by purposeful and criterion sampling and the data were analyzed with Thematic analysis method. According to the findings of the research, 6 effective factors and 20 solutions were identified, including: background factor (including: providing facilities, creating and strengthening growth centers, persuading managers and attracting professors' participation), planning factor (including: adjusting the workload of professors, revitalizing and strengthening all kinds of methods, using all kinds of teaching delivery methods and scheduling), the content factor (including: providing practical content, the communication of educational topics and the regulation of all-round promotion and development) the communication factor and cooperation (including: creating learning styles, creating opportunities for cooperation and participation, and improving communication between planners and professors), motivational factor for development (including: salaries and wages, providing training and development incentives and persuading professors), support factor and follow-up (including: supporting training in practice, continuity of development and evaluation programs). Attending to the factors which determine the level of success for these programs and using the solutions presented in the current research could lead to higher effectiveness and improvement of the programs.
